The Communities in Transition project is working to increase resilience in eight areas were there is a history of paramilitary activity, criminality and coercive control. The Communities in Transition project is about providing people with the opportunity, skills and confidence to improve their local area, building on what is already working well locally.

The project is part of the Executive Action plan on addressing Paramilitarism, Criminality and Organised crime, but it isn’t about ‘tackling’ criminals head on, but more about growing the positive elements within communities to reduce the space for criminal and paramilitary groups to operate.

In practice this means providing people with opportunities to get involved in community projects, providing training and learning opportunities to enable them to increase their skills and encouraging collaborative responses to address issues of importance to them.

There are now projects delivering across the eight Communities in Transition areas. This includes locally based projects around community safety, health and wellbeing, arts and culture, area regeneration, personal transition, raising aspirations of young people and a regional project to increase the use of restorative practice in non justice settings. The Communities in Transition project is being led by The Executive Office. It is just one of 38 actions being taken forward through the Executive Action plan on Tackling Paramilitary Activity, Criminality and Organised Crime. Co-operation Ireland and our partners were appointed as strategic partners to the project in November 2017. Over the last few years we have shaped the development of the Communities in Transition project through community engagement and participatory design, development of projects and contract management. Our role now is focused on enhancing the evidence base available to support investment decision making within the Communities in Transition project and to positively influence the way paramilitarism is discussed and addressed in Northern Ireland.

Co-operation Ireland, in partnership with Queen’s University Belfast, are supporting the Executive Office to deliver the Communities in Transition project.
